the Hall of the hotel with the ladies, some of the hotel'

Staff and the Chief of the British Police in Ghameen.

(5) it is therefore almost certain, that by the principle of

exclusion, that the accusations against Kr. boenm were fa-

bricated in the afternoon of the 12th February and on sha-

meen.

(6) Through the hysterical credulity of H.E. the Governor

of Hongkong I came to know positively in august 1915 of a system of low espionage carried on in Shame en against Ital-

ian subjects.

(7) Since I have been on Shameen I have noted several sus- picious circumstances, which I have carefully brought out

by appropriate means.

Though, of course I feel deep pity for the pathological condition of the Hongkong Government which gives credence to the silly fabrications of low-class spies rather than trust to the honour of Italian gentlemen, I cannot refrain, as guardian of Italian honour and Italian interests, from taking strong action. I must therefore request you to take appropriate measures to stop at once this low-class espi- onage on Italian subjects on Shameen, as otherwise, with deep regret, I shall be compelled to take action and consi- der you as responsible for the serious consequences it will

entail.
